‘BIRDY’ ALARMING: Resident shares frustration following anti-social behaviour incident in Harrow

Published on: 12th January 2026   |   By: News Desk   |   Category: Uncategorized

A resident has contacted MYLOCALNEWS to express frustration following a recent arrest in Harrow, which took place on Wednesday, January 7, after an anti-social behaviour incident on Wealdstone High Street.

The arrest was related to feeding birds in a public area, which the council says breached a Public Spaces Protection Order (PSPO). The resident accuses the council of using heavy-handed tactics to raise money and overstepping its authority. They claim the council enforces rules inconsistently, fails to respond when police are called, and treats residents unfairly compared with itself.

The resident says these issues are serious enough to warrant a debate in Parliament and is calling for a public inquiry into the current administration, as well as immediate elections to restore public trust.

A spokesperson from the Met Police said: “A woman, in her 40s, was repeatedly asked to provide her name and address so that a fixed penalty notice could be issued. After speaking with officers for around 20 minutes, she repeatedly refused to provide her personal details.

“She was arrested on suspicion of breaching Section 50 of the Police Reform Act, which requires people to provide their name and address when requested to do so by the police. Her details were later obtained, and she was de-arrested and dealt with by council officers.”

Harrow Council responded:
“There was a breach of the Public Spaces Protection Order (PSPO) relating to bird feeding. The individual refused to provide their details, which is an offence, and also refused to stop feeding pigeons when asked to do so. Our PSPO is in place to help keep our streets clean and safe for everyone, and anyone found breaching these faces £100 fixed penalty notice.”
