SECOND SENTENCE: Man given second jail term for breaching Criminal Behaviour Order in St Albans

A man from Colney Heath has been given a second jail term after breaching his Criminal Behaviour Order (CBO) in St Albans.

Matthew Brooks, aged 37, was sentenced to 16 weeks’ imprisonment last week at a virtual court for being intoxicated and being in possession of alcohol within the Public Space Protection Order (PSPO) area of St Albans and for being rude and abusive, contravening his two-year Criminal Behaviour Order issued in September last year.

Back in March 2021, Brooks, of Cutmore Drive in Colney Heath, was given a four-week prison sentence for the same offence.

“The conditions of his CBO were put in place to safeguard people from his ongoing abusive behaviour fuelled by alcohol,” explained Sergeant Mike Saunders from the St Albans Police Community Safety Unit. 

“However, he has been breaching the CBO quite a lot recently and he was given suspended sentences as well as four weeks in jail in March, but last week, the magistrate gave him a more substantial sentence during which I hope he seriously thinks about the impact of his actions and how they affect other people. We have also been working with other agencies to help him with his alcohol addiction.”

Under the CBO, Brooks must:

  • Not to be intoxicated within the PSPO (Public Spaces Protection Order) area of St Albans.
  • Not to be in possession of an open vessel of alcohol within the PSPO area of St Albans.
  • Not to be rude or abusive or act in a disorderly or aggressive manner towards any person in Hertfordshire.
  • Not to enter any premises or businesses whilst intoxicated or act in a disorderly or aggressive manner in St Albans.
