Police were called at around 4.10am on Friday, May 12, to reports of suspicious activity at an address in Sheepcot Lane, Watford.
Officers attended and found a large-scale cannabis factory inside the property.
Four people were arrested in connection with the investigation and have been bailed while enquiries continue.
