A pavement in Bushey was dug up just weeks after being newly resurfaced.
The pavement on Great Grove, just off Bournehall Avenue, was resurfaced by the Highway Team during the last week in July.
But to the confusion of residents, it was dug up again just three weeks later.
Residents flocked to social media to express their concerns and to query why the work needed to be carried out.
UK Power Networks (UKPN), the owner of electricity cables in the East of England and London, said they had had to carry out emergency repairs to a high-voltage cable.
For another week, residents had to walk past mounds of rubble as the footpath was closed while repairs were carried out.
Having been dug up twice in one month, the pavement was resurfaced for hopefully the final time on Thursday, September 5.
A resident took to social media to say the situation was a “ridiculous miscommunication and waste of resources”.
A spokesperson for Hertfordshire County Council explained that while they would usually co-ordinate planned works to avoid this situation, they could not have foreseen the “unexpected emergency works”.
They added: “While it is unfortunate that the pavement has had to be dug up so soon after being resurfaced, the UKPN works are an emergency repair and need to be done.”
