COSTLY ERROR: Track in Aldenham cost almost £80,000 to replace after notice served

Aldenham Parish Council (APC) has revealed to RADLETTnews that the cost of replacing a controversial track which received two Breach of Condition Notices was almost £80,000.

The track, which leads from Gills Hill Lane to the allotment site at Phillimore Recreation Ground, was first built as part of the allotment area project.

However, the track was given a Breach of Condition Notice by Hertsmere Borough Council (HBC) in 2017 for a breach of planning control. It was agreed that a new application would be submitted to remove the track and replace it at a lower level.

When the track was not laid in accordance with the conditions, a second Breach of Condition Notice was served in April 2024. However, officers concluded that it was not in the public interest to pursue further action and the notice was removed.

APC said it cost £79,867.11 to replace the track.

An APC spokesperson said: “APC sought for years to work with HBC to find a cost-effective solution but all suggestions were rejected and APC was forced to completely redo the road with new restrictions not present on the original planning application. Unfortunately, the original builder declared bankruptcy, leaving APC to shoulder the cost alone. The work was completed almost a year ago.”
