Hertfordshire County Council (HCC) will pick up the funding shortfall for the relocation of a school from Abbots Langley to Croxley.
Breakspeare School caters for children aged two to 19 who have severe learning difficulties.
The new school will have a capacity of 210 pupils, compared to the current capacity of 97 pupils.
To fund the relocation to the former Durrants School playing field in Croxley, HCC asked the four closest district and borough councils to contribute funds collected from developers through the Community Infrastructure Levy (CIL).
However, Dacorum Borough Council (DBC) and Hertsmere Borough Council have said they will only pass on half the amount requested by HCC.
Dacorum will provide £1.3million towards the school, while Hertsmere will pay £769,000.
Three Rivers District Council and Watford Borough Council have already agreed to pay £901,000 and £769,000 respectively.
Councillor Caroline Clapper, HCC’s executive member for education, libraries and lifelong learning, said: “In this case, the shortfall in funding will be made up by HCC.
“However, we are clear that reduced contributions from district and boroughs undermines our ability to deliver projects like new roads, schools and care homes for the benefit Hertfordshire’s growing communities in the long term.”
A spokesperson for DBC said: “DBC supports HCC’s plans to relocate Breakspeare School. Following concerns raised by Dacorum’s Infrastructure Advisory Group regarding the proportion of CIL funding requested, a review of the methodology and calculation used by HCC in their proposal was undertaken. Using the information supplied by HCC, the calculation was revised to include only housing completions that attracted a CIL liability. This resulted in a funding figure of £1,364,424, which we consider to be a fair and proportionate contribution from Dacorum to this essential school.”
Hertsmere Borough Council has been contacted for comment.
