Multiple residents across Bushey have been left furious after refuge collectors refused to empty their bins this month.
One resident, who wishes to remain anonymous, complained to BusheyNews about the confusing rules surrounding garden waste collection. In these. Hertsmere Borough Council (HBC) does not class soil as garden waste, instructing residents to use their black bin instead. However, plants with excess soil removed, flowers, and grass cuttings are all classed as garden waste.
He said: “Grass cuttings and other garden waste naturally has soil on it and therefore soil should be classed as garden waste.
“The council don’t agree and my green bin was subsequently refused collection, which is ridiculous.”
The resident also states these rules negatively affect disabled and elderly people who may not be able to lift heavy bin bags into their black bin, suggesting HBC is purposefully discriminating against them from the green bin collection service.
The council hasn’t responded to the request to re-class soil; instead noting that if bins are missed for legitimate reasons, residents can report them within 48 hours for re-collection.
The soil issue isn’t the only one that’s inflamed tensions as regards bin collection. One resident posted a photograph of their black and brown bins after they were refused collection for being ‘overloaded’. Another commented on social media: “Dustmen look for any excuse not to collect bins, and it’s a service we pay for.
“Unfortunately, when they do this, it makes the idea of fly-tipping more appealing.”
