The A41 Colne Way junction with Woodmere Avenue, Watford has now reopened following the earlier incident.
The closure of the road caused a build up of traffic in the surrounding areas, but traffic should be back to normal.
A second horsebox was required and arrived at the scene to take the horses that were involved in the crash.
This is the second time in a week where animals have been involved in a serious accident in the area as a truck carrying thousands of chickens overturned near St Albans on Monday (September 30).
