Councillor Caroline Clapper, who represents the Watling Ward on Hertfordshire County Council and the Aldenham West Ward on Hertsmere Borough Council, and Aldenham East councillor Brett Rosehill have both left the Conservative Party.
On Facebook, cllr Clapper said: “For more than 20 years, I have been proud to serve Hertsmere, always guided by the principle of putting residents first.
“The UK has reached a critical fork in the road, and I feel compelled to do whatever I can to assist, both locally and nationally.
“I firmly believe only Reform can deliver the change Britain needs, and I am convinced it will be ready to effectively govern when the time comes.”
Some residents have said there should now be a by-election, as the councillors were elected as Conservatives and now represent Reform.
Asked if there may be a by-election in the coming months, cllr Rosehill said: “There is no precedent for by-elections with defections, so the council isn’t going to need to cough up taxpayer money just for another vote when our values and passions remain.”
