‘DISGUSTING’: Residents speak out over ‘filthy’ overflowing bins outside flats in Bushey

Residents say overflowing bins and mounting rubbish outside flats in Bushey have become a “disgusting” eyesore.

Vivien Nathan lives by the Claybury flats and says she is tired of the “filthy rubbish mess” which has been dumped outside the block.

The bins are visible from the pavement as they are not contained within a bin store. When the bins are full, tenants leave rubbish beside them which then attracts further fly tipping, either by other occupants or passers-by.

Council refuse crews are sometimes unable to safely access the bins, as their path is blocked by the rubbish. This means that the rubbish then piles up even more.

The block’s owners have now agreed to provide a bin store, as required in the planning application, but it is believed further steps are required.

Lib Dem councillor for Bushey Park Shailain Shah said: “We’ve asked environmental health and street officers to use all available powers to intervene, but this is a complex problem because the area around the bins is private land, which makes enforcement difficult.

“The owners must install the bin store immediately, to put a barrier between the bins and the pavement.

“Residents should take excess waste to recycling centres, not dump it on the ground.”

A spokesperson for Hertsmere Borough Council said: “We are aware of the overflowing rubbish outside of the flats at the top of Claybury, Bushey, and have been engaging with the managing agent to ensure that they are making appropriate arrangements for the tenants to be able to dispose of their waste properly and that present contaminated waste is removed appropriately. The Environmental Enforcement Team will attend the site to investigate.”
