Despite recently doubling down on the belief that urination counts as littering, Dacorum Borough Council (DBC) has now seemingly backtracked on its previous position.
Last November, a row was sparked when a man with a prostate problem was slapped with an £88 fixed penalty notice (FPN) for urinating on a lay-by on the A41 near Kings Langley.
Though the fine was cancelled, it later emerged that DBC had issued 2,600 FPNs in 2023 – 785 of which were for urinating.
Only last month, a DBC spokesperson justified the decision to pursue fines, stating: “It creates an unpleasant experience for drivers wishing to stop for a rest, to care for children or for emergencies – the purpose for which the lay-bys are intended.”
Now, however, DBC has announced that no new fines will be issued.
A spokesperson for DBC said: “The council is currently undertaking a review of its enforcement action in this area and will not be issuing any new FPNs until the review is complete.”
