Police were called shortly after 11am today following an incident at a property in Herbert Street, Hemel Hempstead.
It was reported that two people were being held inside the address against their will.
Officers attended and were supported by the National Police Air Service.
Following negotiations, the two people were released safely.
A man has been arrested on suspicion of false imprisonment and remains in police custody at this time.
