Police were called at 7.31am on Tuesday, May 20 to reports of a pug that was attacked by two Staffordshire bull terriers in First Avenue, Garston.
A woman was bitten on the hand as she tried to separate them.
Kaye Chapman, aged 35, of Cezanne Road, Watford, has been charged with being an owner/person in charge of a dog dangerously out of control.
She has been released on bail and is next due to appear at St Albans Magistrates’ Court on June 28.
