Four Three Rivers councillors who released a confidential report about the council’s Local Plan strategy have been found in breach of the code of conduct.
The Standards Panel found that Conservative councillors had breached the rules by publishing the restricted council document and that they had not carried out the specific consultation required by the code.
Conservative Leader Oliver Cooper, Abbots Langley and Bedmond councillors Vicky Edwards and Ian Campbell, and Carpenders Park councillor Christopher Alley were named as having leaked the information.
Alison Betts, Director of Finance at Three Rivers District Council, said: “The panel resolved that the action taken against them would be publication of the investigation report and findings.”
The Conservatives claimed the report warned the strategy could result in more Green Belt development, including sites around Abbots Langley.
Cllr Cooper added: “This is a vindication for our decision to protect public transparency. We informed the public about what we believed were the consequences of the council’s decisions on the Local Plan.”
