ROAD RAGE: Shenley Parish Council show concerns about blanket 20mph scheme

Shenley Parish Council (SPC) have voiced their concerns after Hertsmere Borough Council (HBC) called for the introduction of blanket 20mph zones.

HBC passed a motion to write to Hertfordshire County Council on Wednesday, September 25, to show their support for more 20mph zones, particularly around schools in the area.

However, at a full council meeting at Shenley Parish Council on Tuesday, October 1, councillors were far from impressed.

Speaking about how the plan the ‘20s Plenty’ motion was passed by Hertsmere Borough Council, councillor Tom Livne said he was “amazed” about how the scheme was passed.

He said: “I have strong concerns, the evidence suggests it is ineffective. Shenley already greatly suffers from congestion, and this would only make it worse.”

There were also concerns about how the motion, which Cllr Livne said was beyond HBC’s remit and done without public consultation, had been passed.

Cllr Livne said: “We all want to be safe, but do you do it undemocratically?”

Cllr Morris Bright MBE, Conservative representative for Potters Bar West and Shenley, said at SPC’s full council meeting that the plan was more widespread than just school zones.

He said: “It’s not just around school, its’d where people love, and my work.

“In summing up, they said 20mph should be the new norm. It wasn’t researched properly, and it won’t happen.”

At the full council meeting HBC, Cllr Renos Georgiou, ward councillor for Potters Bar Oakmere, said: “We believe 20 mph speed limits on certain roads within our borough will make our towns and villages safer, cleaner, quieter and healthier.

“Successful 20mph schemes have been shown to result in 30 per cent fewer casualties. They reduce tail-pipe emissions by 25 per cent and noise by half. They also help build more inclusive areas where walking and cycling takes priority.”
