Police are re-appealing for the public’s help in identifying a man following a concerning incident in Watford town centre.
Though officers have not received any similar reports since the first incident in November last year, they are still keen to identify a man as part of their inquiries.
The incident happened on Wednesday, November 19, between 6.30pm and 10.30pm.
A woman aged in her 20s was walking in the town centre when she noticed a man following her.
She entered the Cassio Lounge restaurant on the High Street to meet her friends, and the man also went inside and sat at a table next to the group. Staff asked the man to leave, which he did.
Several hours later, the woman left the restaurant to walk back to her car, escorted by her friends. They saw the same man again, who followed them for a short distance before walking off in the direction of Sainsbury’s supermarket.
Sergeant Karl Diggins, who is investigating, said: “Firstly, I want to reassure the public that since we received the initial report, we have carried out numerous inquiries to identify this person – including our original media appeal on December 11.
“To date, we have been unable to find out who he is, so we are now re-appealing to the public for their help, as we believe this man has information relevant to our investigation.”

Sergeant Diggins continued: “This was understandably a distressing experience for the woman involved, and we provided her with safeguarding support at the time of reporting. Again, I want to reassure her and the public that we take reports of this nature extremely seriously.
“In addition, we run regular Project Vigilant patrols in Watford to proactively identify and intercept those who may be displaying predatory behaviour during the night-time economy to help prevent sexual offences from happening.”
The national safety initiative was set up by Thames Valley Police in 2019 and was rolled out across Hertfordshire following its pilot launch in Watford in December 2023.
