HEATHBOURNE GREEN: Plans submitted for retirement village of up to 1,300 homes in Bushey

A developer has officially submitted a planning application to build a retirement village in Bushey Heath.

Heathbourne Green is “an intergenerational, age-friendly, and inclusive living scheme” proposed by TLC Care, to be located on land south of Elstree Road and east of Heathbourne Road. Although the site is green belt land, TLC describes it as “a historic landfill site, where the land is of poor/very poor agricultural land quality”.

At the end of last year, an environmental impact assessment scoping application received more than 80 objections. Residents also formed the Bushey Heath Residents’ Association to oppose the plans.

The site, which was included in the 2021 Draft Local Plan, has been removed from the new plan. Although this does not stop developers from submitting applications for the site, it does reduce the likelihood of them being successful.

The application, which was submitted to Hertsmere Borough Council on Thursday, May 23, is designed to “meet the needs of an increasingly ageing population” with up to 1,300 homes over 93 acres. The plans also include a hospice, cafés and restaurants, shops and a humanitarian hub.

A spokesperson on behalf of the applicant said: “We are very passionate about creating something truly exemplar, striving to set a new benchmark for the future of ageing and living in the UK. We have been working over the years to create a happy, healthy environment for people to age in place, focused on prevention before cure whilst meeting a local need in a way that has never been done before.”

Senior director for QUOD John Rhodes OBE, a planning consultant who has been working on the scheme, said: “Trulocom are not just a developer proposing housing; they know how to look after people and want to make a difference. We are living in an ageing society. Heathbourne Green provides a place where people can age well in a community where they enjoy living.”
