‘CIRCUS OF HORRORS’: House to be converted into children’s home despite concerns

A house sandwiched between an industrial site and a sewer treatment works near Radlett will be converted into a care home for children.

The planning application was originally rejected by Hertsmere Borough Council (HBC) in March 2023 after councillors raised concerns about the location of the house on Oakridge Lane.

Councillor Christian Gray said at the time: “The clue’s in the title – a care home. We’re going to drown them, electrocute them, or crush them in a car crusher. It’s a circus of horrors.”

The developer appealed the decision, after which Planning Inspector Ben Plenty allowed the appeal this January.

In a report published on January 23, Mr Plenty argued that children would be placed under the care of professional carers to ensure their safety.

He wrote: “The council has provided no compelling evidence to demonstrate how harm to resident children would materially manifest.

“Although the site is adjacent to an industrial use and sewer treatment works, there is no clear reason put to me as to why this would place a heightened level of risk to children.”

HBC declined to comment.
