MP welcomes action to end stench from Reviva Recycling Plant

Oliver Dowden, Member of Parliament for Hertsmere, has welcomed the news that the Environment Agency last week served a notice to the Reviva Recycling Plant near Elstree.

The letter issued on February 28 sets out the agency’s concerns over the site’s operations and, crucially, the dates by which Reviva must make improvements or face closure. Reviva has 21 days in which to address the problems and prove why they are still fit to operate.

The action comes following a meeting organised by Mr Dowden MP earlier this month with local residents, representatives from the borough and county councils and officials from the Environment Agency.

A promise of action was secured and speaking after the announcement, Mr Dowden MP said: “I am glad that following the meeting with residents last month the Environment Agency have taken real steps to stop the appalling smells that are emitted by the Reviva Plant.

“I know how incredibly distressing the problem has been and I hope this will be good news to all the residents that are affected.”

After the 21 days, the Environment Agency, with Hertsmere Borough Council and Hertfordshire County Council, will look at how Reviva have responded and potentially revoke their permit for the composting activities which cause the appalling smells. However, Reviva will have a right to appeal, during the course of which they will still be able to undertake composting.

Mr Dowden MP added: “While there is more to do and a solution will sadly not happen overnight, I am pleased that we are making real progress.

“I will continue to work with the Environment Agency and our local authorities to make sure that the views of my constituents are heard.”
