HOUSING ACCESS: St Albans Local Plan consultation closes after 5 Roads Committee success

St Albans City & District Council’s (SACDC) Regulation 19 consultation period on the Local Plan has closed following a recent meeting with representatives from five Radlett roads.

The meeting was held with residential representatives from Radlett and SACDC to discuss plans to build 274 “primarily residential” units on Harper Lane.

The site, which is just north of Radlett’s boundary, is 11.4 hectares in size, and questions were raised about access from the site into Radlett.

However, a positive meeting was held with the representatives of the five roads in Radlett: The Warren, The Heath, Paddock View, The Avenue and Beech Avenue, together with Hillcroft, Park Avenue and Longridge, in relation to the site.

After the meeting, Chris Briggs, spatial planning manager at SACDC, confirmed there will be no vehicle, pedestrian or cycling access to the five roads from the development site, and all access to the development site will be onto Harper Lane.

It was also confirmed that the development is expected to be mainly to the north and central part of the site, rather than on the open land to the south, partly due to the flood risk, and any future pedestrian and cycling access in the future through the five roads can only proceed with consent from landowners and Hertsmere Borough Council, whilst not being part of the Local Plan.

The impact to nearby properties in Hertsmere will therefore be minimised on the southern part of the site nearest to the five roads.

A spokesperson for the 5 Roads Committee said: “On behalf of all our residents, we would like to thank borough councillor Lucy Selby, county councillor Caroline Clapper and our MP Sir Oliver Dowden for their hard work, advice and support in securing this outcome.”
