Members of the Radlett community are calling for action to be taken to fix a “dangerous manhole cover” on a pavement in the village after at least two people have broken bones after slipping over in the same spot.
One resident, Hilary Green, fell and broke her shoulder on February 15, after slipping on the manhole cover located on the access road to Newberries Car Park, just off Watling Street.
Hilary explained: “It was a wet day, I was walking back to my car along the pavement completely normally, I wasn’t running, I wasn’t in high heels and fell on the wet manhole cover, which is like sheet ice.
“I landed on my back, broke my shoulder, had a small bleed to the brain and ended up in hospital for 10 days.”
Another resident, Janis Keen, also obtained serious injuries at the same location last year. Janis slipped and fell on the manhole cover and broke her leg in three places.
Residents are now calling on the council to deal with the situation and improve safety on the pavement. Hilary added: “There is no warning as you walk down to the car park that the manhole covers are slippery.”

A spokesperson for Hertsmere Borough Council said: “We are sorry to hear of this incident. We can’t comment on active claims and any claim would be fully considered by our insurers. Service covers are the responsibility of the relevant utility provider but if we are aware of faults to service covers we will report them promptly and put a temporary restriction in place until the service provider has corrected the fault.”
